Job Title: Information Education Communication (IEC)/Training Officers

Overall Responsibilities:
1. In consultation with the Project Manager, coordinates State and District Level activities related to for IEC and training for this project.
2. Produce content for written publications including annual report, brochures, newsletters, Biweekly updates, quarterly reports, and press releases, etc.
3. Collect human interest stories through regular interaction with NGO partners and program teams.
4. Develop and maintain the Project website.
5. Developing the Information, education and communication needs of the community and generate awareness on Disaster Preparedness.
6. Collects IEC materials on Disaster Preparedness and do analysis based on the stakeholders needs.
7. Designs and develops, translates and uses the best available IEC tools and materials in the project level awareness and training activities.
8. Writes scripts and develops messages for traditional folk groups ensuring correct messages delivery to the common public.
9. Ensures availability of sufficient IEC materials for the awareness and BCC, training and counseling activities.
10. Conducts ongoing assessment of the community for information, education and communication needs.
11. Applies locally feasible approaches and systems as in the IEC and training activities
12. Disseminates IEC related programmatic results and presentations at professional meetings and conferences.
13. Establishes good relationship with the treatment units and service providers in the field and shares best suitable IEC approaches and practices.
14. Supports the project team for the usage and handling of the IEC tools and materials into their planned project activities
15. Other assignment as per the instructions given by the Project Manager.

Qualifications:
1. MPH or MA in Sociology, Social Work and Education.
2. Masters/Bachelors in Media and Communications.
3. Relevant working experience DIPECHO Projects related to information, education and communication and at least four to five years working experience in planning, designing, implementation and evaluation of IEC and training activities.
4. Language proficiency in English and Hindi.
3. Have excellent communication, networking and writing skills.
4. Sound knowledge of planning, designing, developing and implementing IEC and training activities.
5. Have proven record of developing, different kind of print, traditional, audio and video IEC materials and programs

National Polio Surveillance Project - The World Health Organization

Surveillance Medical Officer  (SMO)

Key responsibilities of the SMO :
Technical:

(1) Provide training, technical and logistic assistance and motivate the government counterparts as needed to promote timely reporting, investigation, follow-up and response to cases of acute flaccid paralysis (AFP) within a designated area according to guidelines and procedures provided by the NPSP and the Government of India;
(2) Identify and workup AFP cases with inadequate stool specimen for Expert Review and ensure timely submission of documents;
(3) Plan, organize, and conduct meetings with government officials, professional organizations, hospital staff, non-government organizations, and others to promote understanding of, support for, participation in, and effective implementation of activities related to surveillance of acute flaccid paralysis and polio eradication;
(4) Maintain up-to-date AFP case data and laboratory results for area of responsibility and submit to the National Polio Surveillance Unit (NPSU) as per program guidelines. Analyze and interpret case data for follow up actions, and keep Regional Team Leader informed;
(5) Plan, induct and maintain a network of reporting units and informers for AFP case reporting and case investigation. Analyse need of expansion of reporting network & initiate immediate means to improve;
(6) Plan and conduct regular meetings with staff of medical colleges and major reporting units to provide updates to new staff members&to sustain motivation;
(7) Maintain up-to-date data related to immunization activities for the area of responsibility and ensure analysis and interpretation of this data for improvement of immunization activities in the area.
(8) Develop and maintain close working relationship with Government officials responsible for immunization and surveillance in their designated area, as well as with other individuals and organizations related to disease surveillance;
(9) Provide training, technical and logistic assistance for planning and implementation of National Immunization Days (NIDs) and mopping-up activities and strengthening coverage for routine EPI to ensure proper micro planning, implementation & monitoring of immunization activities in accordance with guidelines & procedures provided by NPSP & Govt. of India.

Administrative/ Financial:

As and when assigned the responsibility of the unit by the Regional Team Leader, the SMO will be responsible for:
(1) Maintain cash book expenditures, and perform other administrative duties according to established project guidelines;
(2) Provide supervision and training to Driver and an Administrative Assistant.
Reporting:
(1) Prepare spot maps and present AFP case data as required;
(2) For the Surveillance Medical Officers posted at the State headquarters, s/he has to coordinate the weekly and monthly state report to NPSU.
The SMO would also be carrying out other tasks/ activities as and required by his/ her supervisor at NPSP.

Compensation Offered:

Gross remuneration will start at Rs. 60,000/- per month and be taxable in accordance with provisions of the Indian Tax Act. Special Hardship allowance would be applicable for posting in Bihar.

Location of Posting:

Uttar Pradesh and Bihar (at district and block level)
Contract:

Special Services Agreement up to 31 December 2009
(Renewable based on the needs of the project and the performance of the incumbent).

Desired Candidate Profile

Qualifications:
Candidates must possess an M.B.B.S.

Background
The Governments of India and Norway have entered into a partnership to work together towards attainment of the Millennium Development Goal 4 (MDG 4) that aims at reducing child mortality worldwide.
The objective of Norway–India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Rural Health Mission (NRHM) in five States that contribute the highest number of child deaths, namely, Bihar, Madhya Pradesh, Orissa, Rajasthan and Utter Pradesh. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NRHM. NIPI Secretariat led by the Director is hosted by the United Nations Office for Project Services (UNOPS). NIPI envisages strengthening of techno-managerial capacity in the States to accelerate child health activities under NRHM/RCH II. This additional human resource forms the Child Health Resource Network (CHRN). This additional manpower will be a part of the NRHM system at the state / district and block level in five focus States (UP, Bihar, MP, Rajasthan and Orissa).
As a part of this Initiative, Bihar Health Society has initiated several Child Health interventions funded by NIPI UNOPS under the NRHM framework contributing to MDG 4 goals. The Mamta intervention supplemented by a birthing kit and establishing SNCUs at the facility level and Home Based Neonatal Care at the home level, improving Immunization coverage with Techno Managerial staff providing cross cutting management support form the key interventions implemented following a continuum of care approach.
One of the key determinants of achieving expected results from these interventions is a well planned and monitored Health System response to deliver the interventions effectively. Key processes for operationalising these interventions have to be fast tracked and rigorously followed. State Health Society of Bihar elected to do a full scale-up in 38 districts of the Mamta intervention, without the benefit of a pilot.
The Coordinator will coordinate all NIPI efforts in the State and provide leadership and direction to the NIPI state office to fast track and support the key system dependent processes for effective implementation of the above interventions through the NRHM system.
The Coordinator will work under the direct supervision of the National Coordinator (CHRN), NIPI UNOPS in NIPI Secretariat, New Delhi and under the overall supervision of the Director, NIPI.
Duties and Responsibilities
The Coordinator will contribute to the systems level planning and monitoring of implementation of child health related initiatives under NRHM focusing on NIPI interventions. She/he will be responsible for ensuring the key processes being in place for rolling out NIPI interventions and will
1. Assist the State Health Society of Bihar in preparing an implementation plan for Community and Home Based Post Natal Care roll out including training calendar, procurement process for ASHA kit, establish payment and validation system and a robust supervision system for the intervention.
2. Fast track efforts for filling in the gaps in implementing Mamta intervention including
a. Supervision system in facilities
b. Streamline Payment systems
c. Oversight on induction training
d. Mamta birthing kit content finalized and procurement process in place
e. Integration of outcome indicators with NRHM system
3. Assist NRHM/SHS to allocate manpower, facilitate capacity building and develop enabling policy for SNCU personnel
4. Fast track the recruitment of techno-managerial staff at the state, district and block level in NIPI district
5. For increased coverage of immunization service; identify gaps and NIPI support for it.
6. Coordinate with the secretariat, NRHM and other state sources for data and facilitate analysis and preparation of brief action oriented reports for policy makers.
7. Coordinate with the NRHM with assistance from the state NIPI officials all the trainings related to the NIPI funded interventions.
8. Provide advice and counsel for establishing an effective State Child Health Resource Centre at the SIHFW.
9. Provide mentoring support for the techno managerial staff appointed under NRHM with NIPI funds for managing the NIPI and NRHM Child Health related interventions.
10. Coordinate the preparation of status report (activity and budget) and forecast reports for the NIPI efforts in the state and send it to secretariat.
11. Represent state NIPI office at the State Coordination meetings and prepare minutes of the same.
12. Identify other areas where NIPI support can be extended in a catalytic way.
Required Selection Criteria
Education

MBA, Masters in Social Sciences or Health Management Sciences essential. Good understanding of the workings of NRHM financial, HR and health delivery system will be required.
Experience
Essential:
Minimum 15 years’ experience in health program management, planning, HR and Implementation aspects in RCH program at National / State level in the Department of Health or /Bilateral and Multilateral agency The candidate must have the experience of RCH services and have good understanding of health services delivery structure at State, districts and sub district level. The relevant experience for Bihar State will be preferred.
